ولا يزال الصراع مستمر بين الأندية العالمية وبين الإتحاد الدولي بسبب أزمة الدعم المالي للأندية وتراجع أرباحها ومداخيلها بسبب استمرار تداعيات جائحة “كورونا” إلا إن الاتحاد الدولي لكرة القدم (فيفا) يخطط على توجه جديد قد يواجه انتقادات واعتراضات من تلك الأندية.
محاربة سماسرة الأندية
أوضح إيميليو جارسيا رئيس الإدارة القانونية في الإتحاد الدولي لكرة القدم “فيفا” أنه يتجه إلى محاربة جشع السماسرة ووكلاء اللاعبين بصورة أكثر فاعلية بما يخدم دعم الأندية الفقيرة والصغيرة حول العالم, في جميع القارات عبر تطبيق نظام “الكليرينج هاوس”.
حيث يؤكد أن مشروع الاتحاد الدولي لكرة القدم سوف يكون مثل “بنك مركزي” كروي، يفرض 5% على كل انتقال دولي.
بحيث سوف يتم إعادة توجيه تلك الأموال للأندية التي قامت في تنشئة ورعاية اللاعبين المنتقلين خارجياً والأندية الأشد فقراً إلى زيادة مداخيلها بدلاً من نظام “بدل التنشئة” الحالي.
رصد مبلغ الفيفا
قامت فيفا برصد سوق الانتقالات الدولية وأكتشفت أن مبلغ المتوسط هو سبعة مليارات دولار, حيث يحصل السماسرة والوكلاء على ما يصل إلى 10% من ذلك المبلغ.
مع إجمالي مبلغ 700 مليون دولار فيما لا تزيد نسبة “بدل التنشئة” التي تحصل عليها الأندية الصغيرة ما نسبه 0.5% من ذلك المبلغ المستقطع.
ووفق إلى هذا المشروع من قبل الفيفا سوف تحصل الأندية الصغيرة على أموال أكبر, يتم بموجبها توجيها إلى دعم مشاريع الأندية الصغيرة.
حيث يتوقع ألا يقل المبالغ المحصلة من فرض تلك النسبة على كل انتقال دولي لأكثر من 250 إلى 350 مليون دولار سنوياً يمكن جمعها ما يساعد في الإنفاق على لعبة كرة القدم وتطوير اللاعبين في الأندية الفقيرة في جميع الدول.
أفكار مستقبلية لدعم اللعبة
ويؤكد الخبير القانوني جارسيا في حديثه مع (الاتحاد الرياضي) أن العام الماضي شهدت عملية إنتقال 17077 دولياً مع إجمالي 5.6 مليار دولار.
ومنذ الفترة ما بين 2011 و 2020 أي منذ تطبيق نظام الإنتقالات الدولية بلغ ما تم ضحه بين الأندية في شراء اللاعبين 36.7 مليار دولار في عشر سنوات تقريباً.
والإتحاد الدولي لكرة القدم فيفا تسعى إلى إستغلال تدفقات تلك الأموال حتى يتم بموجبها دعم أفكار التطوير لمستقبل رياضة كرة القدم ودعم الأندية الصغيرة حول العالم.
وهنا يؤكد الخبير جارسيا أن جياني إنفانتينو رئيس الإتحاد الدولي لكرة القدم “الفيفا” يرغب في جعل كرة القدم أكثر تطوراً, ومع مراعاة المشاكل والخطط السابقة.
بحيث يجعل خمسين فريق حول العالم تتمتع بنفس القوة وبنفس المستوى من التنافسية على الألقاب القارية والعالمية و50 اتحاداً وطنياً على نفس الدرجة من القوة والاحترافية وتضييق الفجوة بين فرق أوروبا وبقية فرق العالم.
